To qualify for a $50 "Calm Down & De-Stress" gift certificate, former rioters need to show photo ID, describe how they were involved in the riot (i.e., looting, arson, etc.), then apply their fingerprints to the certificate before turning themselves in to the Vancouver Police. Only after the police provide the rioter with an official arrest form will their gift certificate be activated.
I'm not a marketing major and I am in support of this idea but, are hockey-based rioters the same crowd as spa people?
