Through a series of loopholes, clever law-interpretation and sheer will. Brazillian-made Volkswagen Kombis will (briefly) be for sale new "used" in Holland.

Short version:
They're imported and registered briefly in the UK (but not driven) then imported as "used" vehicles in the Netherlands. No we can't have them in the USA. The government would prefer we drove beige appliances.
