Theives in J'burg SA steal SIM cards from traffic lights for free calls

Some traffic lights in Johannesburg, South Africa use a GPRS (cellular data) modem to alert authorities of any malfunctions. Each one of these requires a SIM card to function, like any GSM cell phone. Thieves in J'burg have somehow figured out which lights have this functionality and began to smash the fixtures to get to the valuable part, a 1" x 2" SIM card with (I assume) a fairly open and unlimited gov't cellular plan. The weird part is that the lights with and without the GPRS modems look identical, yet the thieves know which ones to knock over...
